      Since 2006, the context in South Sudan has progressively and slowly evolved towards post-emergency and medium development. Two projects are in Bor:  <ul>  	<li class="list">  		Early 2012, Handicap International will start a new project aiming to ensure optimal participation and socio-economic reinsertion of South Sudanese war veterans with disabilities and their families within their by helping them access all relevant available facilities and victim assistance services. In Bor, some Victim Assistance activities will be implemented as well as psychosocial support.</li>  </ul>  <ul>  	<li class="list">  		A Non-State-Actors (NSA) project is as well implemented in Bor aiming to contribute to facilitate and promote the inclusion of Persons with Disabilities in development issues at central and local level in Southern Sudan.</li>  </ul>

     <div><b>JOB DESCRIPTION</b></div>
     <div>
      You will be under the line management of the Program Director with operational relations with the administrator and the logistician. You will ensure the <strong>efficient running of the base</strong> (logistics – 40%, admin – 20%, security – 40%) to allow the project to run smoothly, organize and ensure an <strong>efficient logistical and administrative support of the projects.</strong> <br />   <br />  Human resources remain an important issue in projects implementation and base management, and will demand a lot of time, diplomacy and patience from you. Because of this, you might be asked to do minor repairs, ensure and/or closely supervise the maintenance of the equipment (generator, cars) and you must therefore have some technical know-how. <br />   <br />  Your missions are to: <br />  <ul>  	<li class="list">  		Ensure a smooth collaboration between the projects and the support departments</li>  	<li class="list">  		Ensure that the support required by the projects for the implementation of the activities is provided</li>  	<li class="list">  		Be in charge of the security of the base</li>  	<li class="list">  		Manage and maintain the base in good conditions</li>  	<li class="list">  		Manage the logistics and administrative human resources of the base</li>  	<li class="list">  		Follow up the logistics aspects (quotations and purchasing process, follow up of means of transportation and communication)</li>  	<li class="list">  		Manage the safe: follow up of the safe cash book, delivering of the cash advances, verification of the use of these advances.</li>  	<li class="list">  		Participate in Bor coordination meetings and represent HI concerning administrative and logistic aspects.</li>  	<li class="list">  		Writing of monthly administrative and logistic reporting and Coordination Report</li>  </ul>

     <div><b>JOB ENVIRONMENT</b></div>
     <div>
      The Republic of South Sudan became independent on the 9th of July 2011. The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. <br />   <br />  The situation in Bor has been <strong>relatively stable</strong> this past year. However, other areas of Jonglei state have be the theatre of violent tribal clashes. A curfew in Juba and Bor has to be respected. <br />  The base in Bor is accessible by plane through WFP-run services. A road connects Juba and Bor but should only be used for transportation of goods. The rainy season goes from May/June to September/October. During this period, movements are mostly limited to Bor since the roads are impracticable. <br />   <br />  Although HI is making continual improvements, <strong>conditions remain basic</strong>. The compound hosts the office, and separated by a fence, the living accommodations. The expatriates in Bor live in individual Tukuls. There is a common room cum dining fitted with basic furniture and cable TV (DSTV).

      Le Centre de Réadaptation Fonctionnelle (CRF) a été ouvert par le programme urgence de Handicap International peu après le tremblement de terre. Sa vocation initiale était de fournir des services de qualité en orthopédie, physiothérapie, ergothérapie aux victimes du tremblement de terre. Petit à petit ces services ont été donnés aux Personne en Situation de Handicap (PSH) en général et notamment aux enfants souffrant d’IMC et des personnes souffrant de lésions de la moelle épinière. Les services du CRF se sont diversifiés par des interventions au niveau des communautés et délocalisées (Petit Goave et Gonaïves). <br />   <br />  Un an et demi après le tremblement de terre, la réflexion sur le transfert vers un partenaire local de certaines activités du CRF devient un enjeu de pérennisation essentiel. La poursuite des activités plus spécifiques (enfants IMC, blessé médullaires, membres supérieurs,…) répond à un réel besoin. <br />  Enfin, l’accompagnement (appui organisationnel) au partenaire identifié (Healing Hands for Haiti : HHH) pour la reprise de certaines activités du CRF devient aussi un enjeu important pour la pérennité de la qualité des services en réadaptation données aux PSH. <br />

     <div><b>DESCRIPTION DU POSTE</b></div>

      Le chargé de mission en organisation dépendra hiérarchiquement du Chef de projet CRF. Il évaluera la capacité organisationnelle de HHH (fonctionnement réel et potentiel de HHH), il identifiera les domaines où des améliorations sont nécessaires (lacunes) et il formulera des suggestions de restructuration en vue de faciliter le transfert du CRF à HHH. <br />  Il aura pour objectif d’aider HHH à améliorer son organisation et à concevoir un modèle organisationnel (organigramme, liens hiérarchiques, comité de coordination, communication interne, en collaboration avec HHH) afin de renforcer les prochaines opérations de HHH. <br />  Enfin, il Travaillera avec HHH pour mettre en œuvre les changements proposés au sein de l'organisation pour une utilisation optimale de toutes les ressources disponibles à travers une organisation structurelle logique et avantageuse. <br />   <br />  <u>Missions et responsabilités :</u> <br />   <br />  • Analyser la capacité de HHH à reprendre les services du CRF (1 mois) <br />  • Mettre en place un cadre de travail en vue d’appuyer les futures opérations de HHH (1 mois) <br />  • Appuyer HHH pour la mise en œuvre des changements suggérés en vue de la rationalisation (4 mois)

       <ul class="list"><li>2 years minimum work experience in the field of program management in humanitarian and development contexts</li></ul>       
       <ul class="list"><li>Practical experience in security assessment, planning and implementation of safety rules in the context of humanitarian operations</li></ul>       
       <ul class="list"><li>Previous successful experience in NGOs preferably in non-secure countries</li></ul>

     <div><b>JOB ENVIRONMENT</b></div>

      You can be quickly mobilized (within 15 days).       <br />
       Between field missions, you will be working at the headquarters of Handicap International in Lyon (France).       <br />
       The distribution of working time prescribed for the position is as follows: 2 / 3 of the time on mission in field programs + recovery days (about 8 months per year), 1 / 3 of the time in teleworking and / or based at the headquarters of Handicap International in Lyon + paid holidays (about 4 months per year).

      <b>Salary:</b> 1900 to 2200 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance       <br />

       <b>Volunteer:</b> 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
